on being the WFPHA President for the past 90 days

“honeymoon period” – a time interval during which the new office holder assumes
responsibility for the business items and issues, charts the course for his or
her term in office, learns about what needs follow-up and immediate action, and
sets in motion the means to achieve the objectives of his/her mandate. It is a
time of reaching out and seeking advice from trusted colleagues about how to
proceed. The past three months have also been a period of reflecting upon the
discussions heard and presentations made during the 13th World
Congress on Public Health as well as following up on decisions taken at the 46th
WFPHA General Assembly.

the WFPHA’s new Vice President and President-Elect. Mengistu and I have known
each other for many years. I look forward to working closely with him, so that
there is a seamless transition when he assumes the role of President in May

staff at the WFPHA Geneva secretariat office to ensure that we carry out the

moved forward on defining new criteria for policy statements and endorsements.
We are very
fortunate to have a very dedicated group of men and women who volunteer their
time freely as members of the Governing Council, the WFPHA’s various committees
and working groups. I am counting on every WFPHA member association and
organization to become actively involved within the Federation. We need your
participation on the Federation<s committee and working groups, and as our
eyes and ears at regional and international meetings. Together, all of us will
make a difference as we move the Federation to greater heights and

As Director of Public Health, he directed the preparation of the
Spanish priority on social determinants of health publishing the report
“Moving forward equity and health: monitoring social determinants of
health and the reduction of health inequalities”. He and directed the
works of the Spanish Law of Public Health and on the law on tobacco
prevention. He has been member of the Steering Committee of the Centre
for Research on Epidemiology and Public Health of Spain and President of
the Spanish Epidemiological Association. He is now Deputy President

Ahmed Javed Rahmanzai is a Fulbright scholar, an
entrepreneur and a public health professional from Afghanistan, with more than
10 years of experience in the field of humanitarian and development work.
During his 10 years of experience, he has demonstrated a life time commitment to
improving the lives of others through health education, strategic public health
interventions and competency-based provider training program development, all
in a country in which support systems and infrastructure are marginal at best.
contributions to the health care system in Afghanistan include: leading a team
of professionals to establish the Midwifery and Nursing Education Accreditation
System for the first time in the country, working as an active member of the
working group to establish the Afghanistan Medical Council, Serves as the
founder and executive committee member for Afghanistan National Public Health
Association, contributed in the development of National Health Policies and
Strategies, including, National Strategy for Improving Quality in Health Care,
National Reproductive Health Policy and Strategy 2011-2016, National Policy on
Education of Midwives and Nurses 2005, National Human Resources Policy 2009,
National Midwifery and Nursing Policy and Strategy 2010. He is also the founding
member for Afghanistan Fulbright Alumni Association and Kabul Research and
Advisory Association, a small think tank charged with policy analysis and
recommendation. In 2006, he was awarded with prestigious award of Fulbright
Scholarship to undertake masters in Public Health.
In 2008, he founded Emerging Leaders Consulting Services (ELCS), a
research and consulting company. He currently serves as the CEO for the company.

2.News from our Members
Australia’s High Court upholds law on plain packaging for cigarettes
WFPHA congratulates our colleagues in Australia on the victory in the High Court which upheld legislation banning cigarette
company logos and colorful packaging, replacing these with plain
packaging. The law is in line with the WHO FCTC’s recommendations and
will be closely studied and perhaps emulated by other countries. The law
was being challenged by cigarette manufacturers, but the High Court
found in favor of public health arguments. For more information about

WFPHA sent a letter to Dr. Michael Daube, a leading tobacco control
advocate in Australia and former President of the Public Health
Association of Australia, who was one of the key people who built the
case in support of the law.
Mapping of all Arab
Health Authority (DHA) is seeking to map public health services (in
terms of understanding the current situation, capacity building and
challenges) in the Arab World. They intend to complete mapping of all Arab
countries before the upcoming 1st Public Health Conference being held in Dubai.

health situation in the Arab countries through: assessing the current
public health capacity and services, identifying the main strengths,
weaknesses, opportunities and threats for public health, and proposing
recommendations for action.

Public Health Association Executive Board
Public Health Association started as Malawi Health Inspectors Association in
1994. The Malawi Health Inspectors Association invited people from Eastern and
southern Africa to Lilongwe, Malawi and all of them indorsed it. On 14th
June, 2000 Professor Yahane Nyasulu with assistance from Canadian Public Health
Association called for a meeting where over 40 people gathered and elected the
National Executive committee for Malawi Public Health Inspector Association.
Towards the end of 2000, the name changed to Malawi Public Health Association.
The association drew up the constitution and lawyer Chinula assisted it to
register under an act of Non-Governmental Organization. MPHA has members throughout the country and
it has three regional committees. The overall head is the president and
followed by the National executive committee. Currently MPHA has over 150 paid
up members comprising of all cadres of health field.

MAJOR ACCOMPLISHMENTS IN THE AREAS OF TOBACCO CONTROL
Malawi Public Health Association with funding from International Cancer Association
has been doing something on tobacco control despite some challenges. Some of
the notable accomplishments are:
- Conducted Training of 50 primary school
teachers in anti-smoking among primary school pupils in 6 primary schools in
Jombo ward. This exercise was very successful such that we managed to reach the
target of training the teachers as planned. After training the organization
also launched an anti-smoking campaign in all the primary schools where we had
trained the teachers. The campaign mainly centered on addressing the dangers
and effects of smoking. Through monitoring the organization noticed a very big
decrease of smoking among pupils.

reject WTA Conference, we also make some action like demonstration, advocacy
and audience to push government not to give permission of WTA Conference.
Main activities of IPHA
was National Work Meeting (MUKERNAS) that was held in Pontianak, July 2012.
This meeting dicuss and evaluate IPHA organizational based on work programme
and other activities that had been done. Beside that, this meeting also discuss
the next step action of IPHA in one year to go. In this event, IPHA also
proudly present collaborate between IPHA-Harvard University-Ministry of Health
about Endang Rahayu Sedyaningsih Scholarship Programme (ERS-SP). This programme
provide scholarship for Indonesian people to create innovative policy to solve
health problem in Indonesia.
The goal of the ERS-SP is to support education and research in public
health with emphasis on TCAM, NCD, MDGs, Health Financing, Global Health, and
Healthy Life Style. The ERS-SP is not tied to any particular school or type of
scholarship, and will be administered by a Secretariat established at the
IPHA.The ERS-SP is committed to
leading-edge public health research, public health workshops, short courses,
superb public health education and exceptional public health policy
development. The close collaboration between the community of public health
professionals and public health scientists will be one of the unique strengths,
enabling us to provide support for health policy development with the best
evidence and practices available as we work to discover more effective
strategies to develop health policy and practice
to tackle public health
Currently the ERS-SP has begun its activities in July 2012 with eight
Indonesian Scholars who have
travelled to the Harvard School of Public Health in Boston, USA
to attend a
six (6) week course and
workshop for analysis of national health and nutrition data.
As part of this activity,
each Scholar will prepare two (2) manuscripts that will provide evidence for health policy
formulation and evaluation

of Health of the Republic of

The European Healthcare Fraud and Corruption Network (EHFCN)
European Healthcare Fraud & Corruption Network (EHFCN) is the only
organisation dedicated to combating fraud and corruption in the
healthcare sector across Europe. Its aim is to improve European
healthcare systems by reducing losses to fraud and corruption. EHFCN was
formally established in 2005 and currently represents 18 member
associations in 13 countries, which provide healthcare services to
millions of people in Europe.

Global Oral Public Health - The Current
Situation and Recent Developments

In many countries, oral health has a relatively low priority. This is
perhaps unsurprising because, with the exception of oro-pharyngeal cancer, very
few people die as a direct result of oral diseases. However, painful or
unsightly teeth and periodontal tissues (gums) and oral infection can have a
variety of consequences leading a reduced quality of life and considerable

FDI World Dental Congress
Mr James Chauvin, president of the WFPHA, has represented the WFPHA at

February 2015, India will welcome public health professionals, policy makers

Equity Action is the joint EC programme on health inequalities. Its
